Volunteer Selection Policy & Procedures

The following is the OSU Extension Volunteer Selection Policy & Procedures as of November 1, 2002.

Over the past several years, several changes have taken place in relationship to volunteers working with youth, elderly, and individuals with disabilities.  Included in those changes are increased expectations of parents, guardians, and caregivers that OSU Extension provide a safe and positive environment for their child; new state law providing guidelines for volunteer selection policy and procedure; and desire of the organization to continually provide an emotionally and physically safe environment.

Benefits of these changes:  Implementing a more comprehensive selection process allows OSU Extension faculty and staff to make sound decisions regarding an individual’s knowledge, skills, and abilities in relationship to the position they wish to volunteer.  This new selection process continues to communicate to parents, guardians, community leaders, and potential and current service recipients/members of the importance the organization places on engaging volunteers.

Who is affected:  All new, potential volunteers recruited by OSU Extension faculty and staff, who will be working with members of youth, elderly and individuals with disabilities, will be required to adhere to the new policy and complete each procedure as outlined in the policy.

Each new potential volunteer will:
1)  Receive a position description at the time of application or when changing positions;
2)  Complete an application in it’s entirety;
3)  Have, at a minimum, two references collected (applicants are asked to supply three);
4)  Complete an interview;
5)  Attend a minimum of two training meetings;
6)  Successfully pass a criminal history fingerprint background check.
7)  Read, agree to, and sign a Standards of Behavior.

After completing steps 1 thru 4 from above, potential volunteers will do the following:
  • Go to the Highland County Justice Center, Sheriff’s Office service window Monday thru Friday, 8:30 am to 4:00 pm
  • Inform the Deputy that they need to be fingerprinted for the Highland County 4-H Program and supply the following information:  Send reports to OSU Extension, 2120 Fyffe Road, Rm 25, Columbus, OH  43210; Agency Code 1AB002; Reason fingerprinted is SB197 Non State Mandated.
  • The Deputy will collect the $22 fee for the electronic submission of prints to the Bureau of Criminal Investigation (BCI) and proceed with the fingerprinting process.
  • These reports will go to OSU Extension, Columbus campus.  Results will be communicated to the appropriate Extension professional at the county level.  Reports will remain in Columbus.
  • If the potential volunteer cannot make the hours listed for fingerprinting, they need to contact the Sheriff’s Department at 937-393-1421 to make other arrangements.
